Patrick and his wife, Katherine, are residents of Warren County’s Fork District.
Patrick Pennefather is a proud American, husband, and father of three. As a full-time roofer, Patrick knows about hard work, and believes in the importance of investing in shop class to build a strong future for blue collar workers in Warren County.
Patrick coaches high school lacrosse because he enjoys sharing his knowledge and helping young athletes develop into leaders on and off the field. On the weekends, Patrick enjoys playing in a men’s league basketball team. He is married to his beautiful and supportive wife, Katherine, who is his rock. Together, they raise their three children in Warren County. Patrick values the close-knit community and country way of life Warren County has to offer.
Patrick moved to Warren County as a young adult after growing up in Prince William County. The primary reason for his moving was to enjoy the rural landscape and lifestyle that Warren is known for, particularly in the Fork District. Prince William County used to be a primarily agricultural area as well but in his lifetime has been rapidly overtaken by high density housing and gargantuan data center compounds. The area that he knew and loved and once called home is now nearly unlivable due to high housing costs, bumper to bumper traffic, and the unceasing hum of data centers.
Warren County has offered a haven to Patrick and his family and their desired way of life. The last thing he wants to see is that change within the lifetime of his three children, Augustine, Marty, and Bea.
He is running for this Board of Supervisor seat because he is just a concerned father and citizen willing to step up to the challenge of governance. Every decision he makes is made with his family and community in mind first and foremost, no outside forces can compel him to betray his integrity. He is running to keep our area rural for our children and our community.

Patrick on the Issues
Patrick will bring a fresh and common sense approach to County issues.

No Data Centers in Warren County
Data centers in Warren County are a troubling proposition that bring a host of negative consequences for the community. For the following reasons, Patrick opposes the formation of ANY data centers in Warren County.
- A single Data Center can use up to 300,000 gallons of water daily. Warren County is currently suffering under a three year drought and the Shenandoah River is going dry.
- Simply put, this area does not have the water needed to supply these Data Centers, if built, these Data Centers will endanger our River and vital water needed to sustain local residents, agriculture, and wildlife.
- The extreme energy consumption of the Data Centers will lead to California style blackouts, higher utility costs, and steal resources that could be better used for our residents.
- Career Politicians from the era of the EDA brag about the revenue these Data Centers will generate, the reality is far different. Tax rates rise when Data Centers come into communities due to the need to build massive amounts of new public infrastructure.
- As seen in previously rural areas like Loudoun County, the creation of extremely noisy Data Center sprawls in Warren County would ruin the unique beauty of the area, and ravage our agricultural land. As your Fork Supervisor, Patrick will ensure that our land is used in accordance with the history and desires of the people.
- In short, Patrick will say no to Data Centers that threaten Warren County agricultural land and our rural way of life.

Home Property Assessments
Fair property assessments are central to making sure that all residents and property owners in Warren County are treated fairly and equally.
- Unlike the high-demand markets of Loudoun and Fairfax Counties, Warren County has its own unique character and economic landscape. It should not be valued or taxed at the same inflated rates as other cities outside the valley.
- The county knows its value best, and it is crucial that property assessments reflect the local market conditions, not the jacked up prices of outside consultants unfamiliar with the community.
- By keeping the process in the hands of locals who understand the distinct needs and characteristics of Warren County, we can develop a fair and accurate system that ensures all residents taxes remain low without the burden of being compared to Northern Virginia rates.
- As Fork District Supervisor, Patrick will fight for a locally controlled and transparent assessment process.

Fiscal Responsibility
Every good budget starts with an understanding of how much money is coming in and where money is going out. Patrick will fight to maximize income for the Valley while fighting tax increases for its residents. Patrick will work to make sure that County funds are spent in an effective, efficient, and legal manner.
- Patrick will ensure that all the debts incurred from the EDA scandal are allocated accurately, not pushing all the debts onto our public schools.
- He will ensure transparency when it comes to tax payer funds. We will not return to the corrupt, EDA style of foggy financials and backroom deals.
- Patrick will ensure that our funds are used to fund projects that are beneficial to the public, not pet projects with no return.
